Public field beside railway line

Council owned, 7300sqm. Field with path running through it, bordered by railway line and tenement buildings. There are a few trees in the middle of the field, but the ground here is scorched due to antisocial behaviour in the area, the field is also used as a site for fly tipping.  The trees further back are behind a (dilapidated) fencewhich separates the area from the railway line. I think it would be a great site for hedge planting as it currently has very institutionalised metal spiked security fencing bordering it. The trees currently there also need some help —and more planting of new trees would improve the look and help combat antisocial behaviour, as well as replace recently felled trees nearby. This field is 300 yards from the hospital, people working at the hospital pass by morning and evening in their commute to and from work so it's in desperate need of improving/ rewilding!
